This completely updated edition of Issue Mitigation Handbook explains how to mitigate issues that cause the denial or revocation of eligibility for a National Security Clearance, Public Trust Position, or HSPD-12 Credential. Proper issue mitigation is not only critical to ultimately obtaining a clearance, in many cases it can result in the granting of an interim clearance and reduce the time it takes to get a final clearance. All 3 major federal personnel security programs are covered in this book with explanations of the procedures, investigations, and adjudicative standards. Sample LOI, LOD, NOPA, SOR and SOR response, as well as reference materials and rebuttal, hearing, and appeal instructions are included. The first edition of this book was adopted as a textbook at four universities and colleges.
