This “Pay to Play” corruption was run by the Empress Casino group out of Las Vegas. Their purpose was to build new highways and roads to service Casinos. This plan was based upon road construction and Urban Sprawl development plans subsidized by federal funds and the highest tax rates in the nation.The required Federal approvals were acquired by fraud and this scheme involved numerous violations of the Federal Racketeering, Influencing and Corrupt Organizations Act.
